1. Preheat oven to 350 degrees and line a baking sheet with parchment paper.
2. In a medium bowl, whisk together the flour, baking soda, salt and cocoa. Set aside.
3. In a large bowl or in the bowl of a stand mixer, cream together butter and sugar.
4. Add egg, vanilla and milk to the butter mixture. Beat until well combined.
5. Add the dry ingredients to the wet. Mix together scraping down the sides when necessary.
6. Drop teaspoon sized balls of dough on a parchment lined baking sheet.
7. Bake for 8 minutes. Remove from oven and press marshmallow halves cut side down on top of each.
8. Bake for 2 minutes longer.
Remove from oven and let cool completely.
9. Heat chocolate/melts in a microwave safe bowl on half-power. Start with 1 minute and stir. Then 15 second intervals stirring in between until chocolate/melts is smooth.
10. Top cookies covering the marshmallow with chocolate/melts.
11. Top with sprinkles if desired.
