1. Preheat oven to 400 degrees and prepare 12 muffin cups with paper liners.
2. In a medium bowl, whisk together the flour, cinnamon, nutmeg, baking powder, baking soda, and salt.
3. In a large bowl, add the oats and milk. Stir to combine.
4. Add the oil, brown sugar, maple syrup, eggs and vanilla. Mix together.
5. Add the dry ingredients into the wet mixture and mix until just combined.
6. Fill the paper-lined muffin cups 3/4 full…about 1/4 cup.
7. Bake for 16-18 minutes until a toothpick inserted in the middle comes out clean.
8. Remove from oven and let cool in pan for 5 minutes.
