1. Preheat oven to 350 degrees and line an 8 x 8-inch baking pan with parchment paper. Set aside.

2. In a medium bowl, whisk together the flour, baking powder, baking soda and salt. Set aside.

3. In a large bowl, add the melted butter and sugars. Mix until combined.

4. Add the egg and vanilla and mix until smooth.

5. Add the flour mixture and mix until just combined.

6. Fold in butterscotch chips and pecans.

7. Spread batter into prepared baking pan in an even layer.

8. Bake in the preheated oven 20-25 minutes.

9. Remove from oven and add remaining butterscotch chips and pecans on top.

10. Sprinkle with coarse sea salt.

11. Allow the bars to cool completely before cutting.
